Description

Current behavior:

Edit a template in VisualEditor with the new template editor
Click a parameter name
The corresponding input field gets the focus and scrolls into view
Use the scroll wheel to scroll this field out of the viewport
Click the parameter name again
Nothing happens

Expected behavior:

Input field scrolls into view again.
