A Russian Wikipedia has an "engineer" user group, it's some kind of extended "template editors". Engineers can edit full protected pages (editprotected) and MediaWiki (editinterface), they were able to edit site-wide scripts and styles before creating "interface editor" user group.

But engineers can't edit a page, if this page is cascade protected (included into another page, that was full protected with "cascade protection" option enabled), because this action requires "protect" right from user. It should be fixed, it should require "editprotected" right instead of "protect".
