Mentor dashboard: Add filter for mentees join date/age

Background
Some mentees listed in my dashboard ( the one I have as a volunteer) aren't newcomers anymore. I have one who is active since 2010 with +288k edits. Some other users have reported this at French Wikipedia. We should have a filter to hide these accounts.

Could be implemented along with T294460: When filtering the mentees' table the last choice of filters should be saved, since it is possible to save filter by number of edits and recently active along with join date.

Proposed solution
Add a filter that enables mentors to see mentees who have joined from within a certain period of time. Ideally this will be implemented along with T294460 to enable mentors to have a saved filter view.

I agree with the task description that this can be a saved filter as part of T294460. Potentially we could also create a new filter enabling filtering by newcomer age/join date too. @Trizek-WMF could we make this as part of T294460 or would you prefer to keep open and track separately?

I'd keep both:

  • have a way to filter by age/join date would be covered here
  • saving filters would cover all kind of filters
