When a new wiki is created, prefix pages for the language are locked in incubatorwiki. Editing becomes impossible, only the delete function works. But at this point the undelete function seems to be also locked. Test admin accidentally deleted a page, and it cannot be undeleted, and the interface for undelete does not appear. This doesn't show up to regular incubator admins, not just test admins.

Even if a wiki is created, the undelete function must be enabled; this makes importing difficult if the test admin accidentally deletes the pages and is currently delaying the importing work. Hope this gets fixed. Thank you for your efforts.
