[betalabs] Add image - "Suggestions are no longer available..." with 403 error

Description

  1. On betalabs Special:Homepage use ge.utils.setUserVariant('imagerecommendation') to enable image recommendation.
  2. Go to any image recommendation article - "Suggestions are no longer available on this article" is displayed.

The Console shows :

Error fetching URL: Received HTTP code 403 from proxy after CONNECT
* There was a problem during the HTTP request: 0 Error

ServiceImageRecommendationProvider is configured to use the url-downloader proxy, which is reasonable in general when making a web request but doesn't work when the API itself is in WMCS (and so no proxy is needed).
