As a user of image suggestions notifications, I do not want to receive image suggestions for biography articles, so that I am not forced to evaluate a potentially offensive or harmful suggestion.

Background: When we released Computer Aided Tagging, we found that the algorithms we used had some inherent bias, and were suggesting offensive tags to describe images of people. You can read more about that here. Until we've had a chance to evaluate whether we might face the same or related problems with the image suggestions notifications, we'd like to avoid suggesting images for biographies, to avoid making potentially offensive or harmful suggestions.

Acceptance Criteria

• Determine how to identify articles that are biographies, and document that in this ticket
• Image suggestions notifications are not sent for articles that are biographies
• Other consumers of image suggestions (e.g. newcomer tools) are still able to include biographies
• We are able to turn off filtering of biographies in the future if we determine bias isn't an issue
