Function Editor headings should be "bolded" only if steps is completed

Description

As an user I would like the Headings of the function editor (Tests, and Implementation) to be Bolded if the function has them implemented, and left it greyed out if you need to implement it. As we are in this context, let's also change the heading

  • if function does not have implementation, the heading should be greyed out
  • if function does have implementation, the heading should be bolded
  • if function does not have test, the heading should be greyed out
  • if function does have test, the heading should be bolded
  • Change the heading to "Define, Implement, Test"
