Description

When the current PayPal situation is resolved, activate the payment monitor cron job

Implementation Notes:

Login as deploy user on web server 3, and use the command crontab -e to edit the cron entries for the user

Removed the test period at 4AM. There is one small improvement in the PR that fixes a bug with ignored payment types (the fix is already deployed). When that is done, you can directly move this ticket to "Done" because the fix is already "deployed" (edited on the server)
