Acceptance Criteria:

Develop technical proposal for how organizers can send messages to all or some participants in list via:
- user talk pages
- email
Investigate how participants can respond to messages from organizers
Investigate how participants can opt out of communication from organizers
Investigate how organizers can see message history
Investigate how organizers can see message response
Investigate how organizers can respond to participant messages
Investigate where/how participants can view messages (for example, via email, talk page, etc)
