Puppetize parsing-qa-02 server config

Description

parsing-qa-02 server used for running visual diff tests on wikimedia cloud is only very partially puppetized. We should automate as much of it as possible so that we can spin up a new instance without a lot of hassle if we need to migrate / upgrade servers again in the future. See T292264
