Following on from T258847:

1. Open a page that scrolls
2. Select some text
3. Open the help popup from the toolbar
4. Click on the document

Observe that the page scroll jumps

This logic was introduced in T257175 and returns focus to the toolbar when the popup closes, but this should only happen if the popup is closed with the close button or the <esc> key.
