Floating tux-messagetable-header top bar not always displayed when scrolling down on Special:Translate

Description

List of steps to reproduce:

  • Open Special:Translate.
  • Scroll down to the bottom of the page

What happens?:
Scrolling down on mediawiki.org will not display the top tabs that can be seen in the video on the translatewiki site.

What should have happened instead?

This seems to be about the "All Untranslated Outdated Translated ... Filter list" top bar. Here (Firefox 94) it is the other way round: mediawiki.org shows that floating top bar (but not always) while twn does not

I'm having a bit of a trouble reproducing this on MediaWiki or Translatewiki while using Firefox 97.0.1.

After scrolling down, the tux-messagetable-header will appear in floating mode when the scrolling pauses for a short time (250 ms).

If the user keeps scrolling continuously, the header will not appear.
