ProofreadPage: add a no-change validation tag

Description

Currently, when a page is proofread "perfectly" (i.e. a subsequent validation made no changes), there is no way to see that, other than zero-sized diff sizes (which is not always accurate, e.g. for a character substitution).

It would be an interesting thing to be able to track such "no-change" validations using a change tag. The PRP extension can easily determine this.

This would also need a maintenance script to run for applying the tag to historical revisions. This will be easier after T289140 because the existence of the "validated" tag will list all revisions that need to be checked.
