As an developer i would like to have a page that will include the new design, but still be able to access the old page to allow people to still create function and do not break the available features.

Acceptance criteria

• Create a new Router endpoint that can be accessed if page has a value of "type=function" (this will be removed later) Special:CreateZObject?type=newDesign
• Create a new component for the function definition (empty for now)
