extreg-wos.toolforge.org: Do not list empty repos as red

Description

Repos without any files (except dot files) are listed as red on https://extreg-wos.toolforge.org/, but there is no possible action on it.

This can happen when the inital commit is not merged yet.

Would be nice if there could be a "neutral" count for them, because after the first merge it could be a candidate for migration, if some old codebase is imported etc.

Examples:

  • Empty
  • Reflection

Sometimes the only non-dot file is CODE_OF_CONDUCT.md which should be excluded as well.

Maybe it is easier to exclude repos, which does not have the php entry point file in it.
