List of steps to reproduce:

Go to https://translatewiki.net/wiki/Special:ActiveLanguages

What happens?:
Both https://translatewiki.net/wiki/Special:ActiveLanguages and a version with a selected language (ie https://translatewiki.net/wiki/Special:ActiveLanguages/nl) show an completely empty page

What should have happened instead?:
The page should properly display.

Even https://translatewiki.net/wiki/Special:AggregateGroups doesn't work.

https://translatewiki.net/wiki/Special:AggregateGroups works. We just don't have any aggregate groups managed by that page.
