Setting MW_SITE_NAME env-variable doesn't change 'wikibase-docker' title in Wikibase frontend

Description

I continue to test the latest Wikibase Release Pipeline.

It seems that setting MW_SITE_NAME env-variable doesn't change 'wikibase-docker' title in Wikibase frontend. So with Timeless-skin in search box it's written "Search in wikibase-docker", but it should be "Search in MW_SITE_NAME".

In previous Docker releases setting MW_SITE_NAME env-variable changed that title...

There was a little discussion about this here https://github.com/wmde/wikibase-release-pipeline/pull/264#discussion_r769877425

I don't think this was ever the case for old images as they use the same mechanism for creating the LocalSettings.php file on installation.

But I think this could be a nice improvement going forward.

Whether we should do exactly what is implied here or not, this is something I've noticed as well and is worth understanding and considering further. Moving to backlog.
