It turns out that Norwegian is not a language family in the linux locale codes like other languages - ie we have the first 2 letters for French variants tell us 'French'
fr_FR
fr_CA
For Norway we have
nb_NO
no_NO
ny_NO
I need to read a bit but it seems they are considered different languages (at least in their written form).
I tried 'fixing up' the Bokmaal translation @TomaszGorski had done as it showed as having saved the English version rather than the Norwegian version when I looked at it.
I have spun this off as a separate task so we don't lose it....
