Define and add grabber / handlebar component to Codex.

Acceptance criteria

Collect current implementations across products
Define general rules on appearance and interactivity (eg., size and placement, limits to count)
Add to Codex

1. Section Translation on mobile

Built in Vue as a custom component by the Language team (with Designer @Pginer-WMF)
At date of writing, the component appears in the mobile site, but is responsive and works on Desktop devices.
