Disregard Wikimedia Foundation Wiki from block criterion

Per https://www.facebook.com/groups/wikipediaweekly/posts/4590881780959617/, we shouldn't be considering blocks on the Wikimedia Foundation wiki - it seems like users are indefinitely blocked there simply because the wiki is closed.

Event Timeline

It's not closed per say, and being partially reopened and being made more accessible.

A very quick history is Wikimedia Foundation Governance Wiki (foundation.wikimedia.org) used to be the public foundation website, that then transitioned to wikimediafoundation.org.

Whilst foundation.wiki was the public website, staff that had accounts had them blocked at the completion of the contracts/resignations for the obvious reasons, At the time this wiki wasn't part of the SUL setup.

Foundation.wiki is now transitioning to Foundation Governance Wiki (T205345) which as part of the process SUL has been enabled (T205347).

As @Peachey88 says. Back in the times when foundation.wikimedia.org was not a part of SUL, the indefinite blocks were needed to terminate user's access to the wiki. In modern days (post-migration), sensitive namespaces are governed by the editor group, and those blocks no longer make any sense.

I'll check on removing the no-longer-needed blocks.

FTR, I've removed most of blocks at foundationwiki -- they are no longer necessary. Hopefully, this will no longer be an issue.
