Toolforge: Replace clush with cumin

Description

Toolforge has been using Clush before Cumin was a thing, but these days Cumin is used elsewhere in WMCS/WMF infrastructure and is generally better supported. I propose we replace the current Clush infrastructure with the "standard" per-project Cumin infrastructure when we need to replace the clush master (os upgrades).
