As @ovasileva and I talked about offline, we will be taking a "lighter-weight" approach to inviting Senior Contributors to share feedback about the editing functionality within the sticky header prototype (T296909).

As such, a CentralNotice banner is no longer needed. Instead, the community ambassadors the Web Team works with will take responsibility for inviting Senior Contributors to share feedback.
