wikimediacz-l does not hold all posts for moderation

Hello,

my intention with wikimediacz-l list is to moderate all posts. For some reason, last post at https://lists.wikimedia.org/hyperkitty/list/wikimediacz-l@lists.wikimedia.org/thread/WMUVISHXSOTYAUFRFM5S6KIRQBDXCAW6/ (sent 6 Jan 9:15 p.m. ) did not get held for moderation, even though " Default action to take when a member posts to the list " is set to "Hold for moderation" and as far as I can see, the sender's own moderation policy is "Default processing".

So, what am I doing wrong please?

The intention is to operate the list as an announcement-only list to serve as an official communication channel for WMCZ with its members (and a sister list, wikimediacz-talk, used for discussion). I believe this is similar mode to what several other lists we host do (cf. cloud-announce vs cloud). Is that supposed to be implemented via "Emergency Moderation"?

Some people discuss that spoofing the from: header would make messages to be sent, and there is an alternative method, setting up a password.

Not sure if this helps.
