H394 is far too broad

Description

H394 changes the assignee any time the rule matches to another person. Not every task that mentions a certain wiki will always be handled by one person. The title says subscribe but it's not doing that.

Please can the rule be fixed or disabled

Sorry, I was not familiar with the Herald rule. Should https://phabricator.wikimedia.org/transactions/detail/PHID-XACT-HRUL-p5kcti5djmx2yu4/ fix the issue?

@Lens0021, I also recommend setting "Take these actions: only the first time this rule matches" on herald rules as well.

Yes, that fixes it to not cause any issues.
