What happens?:

Reply tool shows an error message: " The "reply" link cannot be used to reply to this comment. To reply, please use the full page editor by clicking "Edit".

What should have happened instead?:

The reply should've worked and allowed you to reply to comments on that page.

Note: tried to use DT at a random user talk page and it worked, so it might be something wrong with the Bar page instead?
