Third party Vector installs should look different from Wikimedia deployed

Description

An admirable goal of the desktop improvements project would be to make a third-party install distinguishable from a Wikimedia-deployed install to aid Wikimedia branding (a larger goal would be for the Vector skin to use non-Wikimedia themed icons)

One small way to realize that goal might be to make the Vector background a slightly off white color, out of the box
e.g.

From design systems perspective, I'd rather focus on the mediawiki.skin vars expansion to be provide a more end-user-friendly (exchanging values instead of writing full CSS dealing with MW/skin/extensions complexities) and quicker way to style a default theme.
Just changing the background-color is not delivering much besides making the default out-of-the-box experience worse.

This doesn't seem high priority since it no longer blocks the 1.35 release and hasn't seen activity since the beginning of Feburary so I've moving it out the board. Perhaps this should this be declined?

I think we should consider it as part of the Visual design epic (T301780)
