Allow searching Special:AbuseLog by IP range

Description

Feature request: Add functionality to the AbuseFilter extension to facilitate searching by IP (IPv4 and IPv6) range

Present situation: Currently, this functionality exists in Special:Contributions, but not, as far as I can tell, in Special:AbuseLog, so I'm proposing that we adopt this into the AbuseFilter extension

@Aklapper Oh, sorry about that. I didn't realize Wikimedia Phabricator had multiple form types, as I'm used to Miraheze Phabricator which basically has a form for security-related tasks and a form for all other tasks. That makes sense.

Sorry about triaging as medium, as I assumed that was the standard for all feature requests. As an aside, I did not know that Phabricator treats changing a task priority from medium to needs triage, as a raise in priority, as I assumed the latter was more of a "no discernable priority."
