Each file that is part of a dump has its own feed such as http://dumps.wikimedia.org/enwiktionary/latest/enwiktionary-latest-pages-articles.xml.bz2-rss.xml which notifies when a new dump is available.

But there is no feed that will notify when a new dump has failed. This could be added to the existing feed.
