Quibble ci-fullrun jobs should use Apache backend

Description

Currently it's using PhpWebServer, but some Selenium tests are already relying on Apache so they fail when run in ci-full-run context (https://integration.wikimedia.org/ci/job/integration-quibble-fullrun/583/console)

ci-fullrun-extensions is using Apache as the backend, but ci-fullrun and ci-fullrun-sqlite need to be updated.
