[EPIC] Technical preparations for WBstack.com to Wikibase.cloud user migrations

Description

As a result of the investigation T297867 into migration path options, code is being written to faciliate the migrations.

In addition, a practice migration from Wbstack.com to wikibase.dev is underway (T299503) to increase learning and identify potential technical issues with the migration path selected.
