The code to create a new notification type for image suggestions for experienced users needs to live somewhere. It doesn't make sense to put it into WikibaseMediaInfo because the notifications will need to be sent for wikis that aren't commons
The cleanest way is to create a new extension ImageSuggestions that can be deployed to whatever wikis we need

Preparations/tracking for deployment to beta/prod: see T302711 (to resume once the extension is getting ready)
I'm closing this. The only unresolved thing is a Vagrant role, but it probably doesn't even make sense to make that happen (most of the work is in the data pipelines and they end up serving production data, not suitable for consumption on local environments)
