Deploy Scap version 4.2.1

Description

Dear SRE team,
Please build and deploy the version 4.2.1 of scap using the instructions in https://wikitech.wikimedia.org/wiki/Scap/Release
The new code has been running in beta for a week.
Thanks in advance!

Notable changes from 4.1.1:

  • scap prep auto (not fully ready yet.. don't use)
  • scap deploy: Explicitly use the unsafe loader in yaml which is compatible with Python 3 that comes with Debian Bullseye.
  • scap sync-*: git-cache-info phase speedup

Canaries have been upgraded, did a scap pull from mwdebug1001 which seemed fine.
Updating A:restbase-canary now as well, rest tomorrow.

Actually, please restart the process using the 4.2.1 tag which has the fix for T300177.

scap pull and restbase dummy deploy seemed fine.

scap was updated to 4.2.1 everywhere
