User Story
As an anonymous editor,
I want to be notified temporary account will be created on my behalf
So that I do not have to reveal my personal information to edit a Wiki
Acceptance Criteria
- Unregistered editors will see talk page notifications in their personal menu.
- Temporary account users will receive notifications in the same ways user accounts do today.

Open Questions
- Any danger in inflating the DB with temporary accounts? It will increase, but shouldn’t be a blocker
