Add URL suggestion for the Translate interface

Description

When a URL appears in a message, it should appear as an automatically insertable suggestion in the Translate interface.

@jhsoby, This patch will be deployed on translatewiki.net later today. Would you like to enable this validator for any groups on translatewiki so that we can test this?

@jhsoby , IMHO this is not good for some cases. Relevant URLs may be differents for various languages, and the differences may not even come down to replacing the language code. If the url is not masked with <tvar>, it does not always mean that it should remain unchanged. Rather, on the contrary.

There's nothing about this that forces people to use the same URL, it just makes it easier for them to insert it – and if it needs to be changed, it can be changed after they insert it.
