Rather {{small}} appears to work better on Mobile View, unlike <small>. (Desktop, Mobile)

Note that <small> does not mean "make things small", it means "mark up text that would typically be small, such as the small text found in advertisements and on the backs of contracts". (See MDN.)
Whether it actually makes things small is a function of the browser and CSS sheets. Mobile uses an aggressive reset to make small's text 100%, which I think is reasonable for the mobile use case.
