URL Shortener showed "Not a valid URL" with metawiki link that contains "#1%"

Description

Hello,

When I trying to shorten this url (https://meta.wikimedia.org/wiki/Community_Wishlist_Survey_2022/Larger_suggestions#1%), the URL Shortener tool showed "Not a valid URL"
Maybe due to #1% part?

Is that expected?

So, I tried a direct link to the subpage, and shortened to https://w.wiki/4o$w

Per T103379, this is now an issue specific to UrlShortener, fixable by switching from mw.Uri to the native URL API.
