Tagging Release-Engineering-Team for potential advice as this has been sitting here for three months, as it's unclear to me who to proceed (and who watches Gerrit-Privilege-Requests), and as "TechCom" mentioned in https://www.mediawiki.org/wiki/Gerrit/Privilege_policy#Requesting_Gerrit_privileges and https://www.mediawiki.org/wiki/Gerrit/Privilege_policy#Expedited_process_for_trusted_organisations is obsolete per open T273164 so the process seems unclear.

Pinging @QChris who's been taking care of most repository requests. I believe the diffusion/github mirrors need to be created manually and that needs a separate level of access, but not quite sure on that.
https://www.mediawiki.org/wiki/Gerrit/Privilege_policy#Expedited_process_for_trusted_organisations doesn't apply for the "Gerrit Managers" group. Otherwise the policy is unclear about what to do for requests that haven't received any comments (this is a larger issue with the current Gerrit-Privilege-Requests workflow), but until there's a better policy in place I'm happy to slightly bend the policy and grant this request as long as someone confirms that's indeed what's required for repository creation.

This one seems straightforward enough: it matches @WMDE-leszek's permissions in Gerrit, and may be covered by https://www.mediawiki.org/wiki/Gerrit/Privilege_policy#Expedited_process_for_trusted_organisations, so I went ahead and did it.

As to the process problems, I'll add this to our team meeting for review. Maybe a herald rule to add Release-Engineering-Team would help, but I'll check with the team in our meeting this Wednesday.
