API Portal default skin doesn't apply to new user

Description

Expected behavior

When a user creates an account on the API Portal, the default skin (WikimediaAPIPortal) is used.

Observed behavior

When I created a new user through the API Portal, the skin switched to Vector as soon as I was logged in. As a brand new user, I don't have a global skin preference set, so I'm not sure why this would happen.
