Description

This ticket represents the work involved with deploying the config change necessary to "turn off" the New Discussion Tool A/B test that we "turned on" in T236337.

Requirements

"Turn off" the bucketing that was implemented in T236337
In doing "1.", people editing on mobile for the first time should see the editing interface the wiki they are editing has set as their default
In doing "1.", people editing on mobile who have edited on mobile before should see the editing interface they used the last time they edited on mobile.
