Special:IncubatorFirstSteps doesn't take global user pages into account

Description

Special:IncubatorFirstSteps on the Wikimedia Incubator has four steps newcomers should complete. The third step is to create a user page. The step will be "greyed out"/marked as finished when you have created a user page. However, if you have a global user page from Meta, the step will still show as not-finished (and thereby also not showing the fourth and final step).

List of steps to reproduce (step by step, including full links if applicable):

  • Visit https://incubator.wikimedia.org/wiki/Special:IncubatorFirstSteps with an account that has a global user page on Meta, but doesn't have a local user page on Incubator
  • Do what it says in step 2 if you haven't already (choose a test wiki in settings).
  • See that step 3 is shown, even if your user page link is blue because of the global user page

What should have happened instead?: Step 3 should be sidestepped.
