Use ingress for linkrecommendation

Description

linkrecommendation is a good second candidate to use the Ingress implementation.
It's small enough (rp/s wise) to not hit any walls immediately and big enough to have some constant traffic in Ingress.

linkrecommendation uses two LVS services that are currently distinguished by the TCP port used:

  • 4005 for linkrecommendation (used internally)
  • 4006 for linkrecommendation-external (accessible via api-gateway/api.mediawiki.org)

Instead of different ports, different hostnames would need to be used when using ingress.

Ah,sorry for not being clear. Meant to put in the description that serviceops will do the work here. Added Add-Link for heads up and because we might need to ask some questions at some point.
