Local accounts forcibly created with Special:CreateLocalAccount should have a unique method in Special:CentralAuth

Description

Currently, accounts that are forcibly created using Special:CreateLocalAccount are not distinguished in Special:CentralAuth. They appear the same as autocreated accounts, and even have a tooltip saying that they were "created on login".

Forcibly created local accounts should be displayed with a unique icon and tooltip so that it is clear they were created by someone other than the account holder. This could be useful if, for example, an admin forcibly created an account to immediately block it.

I concur that this should be noted separately. It's an unusual circumstance that merits noting in the CentralAuth; it goes against the expectation that an account being attached on a wiki means that the user has visited it or interacted with it in some way; and, most of all, it's simply incorrect to say "created on login" for an account that, in the case of the example given above, I can tell you I have not logged in to since 2013.

Someone (who is more talented in design than me) needs to design an icon if we want to do this.

lu_attached_method is an enum...

centralauth-merge-method-admin uses rECAU icons/merged-admin.png, would it make sense to reuse that icon? There's only 2037 accounts with that status, so it's not exactly common (source).

I wouldn't suggest designing a new icon, since the CA icons will probably end up being OOUIified at some point. But there might be something in https://commons.wikimedia.org/wiki/Category:Norro_style_1_icons or https://commons.wikimedia.org/wiki/Category:Nuvola_icons (the two iconsets where we got the current icons) that works.

We can start with it, it can be easily changed at any time.
