Description

implement two tabs: state and test name
fixed width, should include elipsies for text that overflows and display all text on hover
do not worry about scrolling for v0

NOTE: it should be created entirely with divs (not tables) for accessability purposes

(EDIT TO NOTE: the table has been redesigned to eliminate the accessability concerns; the <table> component is no longer a concern)
