List of steps to reproduce:

put the <style -element at the end of the document as in https://commons.wikimedia.org/wiki/File:EuroNueva_Jersey.svg and it get ignored.
The Issue got reported at https://en.wikipedia.org/wiki/Wikipedia:SVG_help#Blackened_out_PNG_preview,_but_SVG_looks_normal
