When an article to expand is selected in Section Translation, a list is shown for both sections missing and those present already in the target language. However, in the test instance where the new Vue 3 version of Section Translation is available (T299622), the present sections are not listed.
I tried this with a translation of the Paneer article from English to Spanish. Note how the "References" section is not listed in the Vue 3 version, while it is shown in the version present on Test Wikipedia:
