As prepare for a new release of mediawiki/mediawiki-phan-config (T298576) the extension Wikibase should update the package to the current latest version (which is 0.11.1) to allow easier update for the next release. Doing phan updates by steps can reduce size of patch sets.

Maybe some fixes or refactoring should be done in separate patch sets to reduce the patch set size. Remaining inline suppression of false positives or remove of them and the update of the package in composer.json has to be done together to keep CI passing.
