Configure cloudsw1-e4-eqiad and cloudsw1-f4-eqiad

Description

Racks E4 and F4 in the new eqiad rows have been dedicated for WMCS usage.

2 cables have been run from each of them to racks C8/D5, where the other dedicated cloudsw devices are:
