Schedule the deployment of "Add a link" to more wikis

Description

The deployment of "Add a link" to more wikis requires to define a proper calendar.

On the engineering side, the models need to be deployed on front-end first, checked and then deployed on back-end. This requires at least one engineer to do the magic. As we have a tight schedule, we need to put it in our calendars properly.

We need to consider distributing the big wikis earlier in the process, as they serve more newcomers, depending on how long it takes to get through the rounds.

As we need to announce all of this to communities, we need to organize ourselves.

Event Timeline

All the task pools were filled by about 14h UTC on the 7th, so in total it took about two days, which is ~5.3 hours per wiki. All ended up with decent pool sizes- 18K for simplewiki, 21-22K for the rest.

This number can be used as the average time, as all wikis selected there are active mid-sized Wikipedias. For new releases, we will have smaller wikis, with one big wiki time to time.

There is not much size dependency - we are aiming for ~20K tasks in the pool for all wikis. For small wikis, maybe there won't be that many and it will be a bit faster, no guarantee though.

Based on https://phabricator.wikimedia.org/T304542#7802461 and the following updates, it took about 4 days to build the models for round 3 (9 mid-sized wikis).

There is not much size dependency - we are aiming for ~20K tasks in the pool for all wikis. For small wikis, maybe there won't be that many and it will be a bit faster, no guarantee though.

We will refine our estimations with round 4 as we have one big and all other small.
