Specifically this came up again when Arnold could not see T304938 but would be involved in it.

Arnold could not confirm access to the ticket, same for Jelto. Then Alex added them directly to the ticket, so they can see it now. But the general ACL does not seem to apply as expected.

Their access should work now. I added them both to the acl, now I just added them both to the tag.
