Correct misleading interface message when an account does not exist ("userpage-userdoesnotexist-view")

Description

From an edit request posted on Meta-Wiki.
Current message of "userpage-userdoesnotexist-view" just simply said "User account "$1" is not registered", which may cause confusion since some account is in fact exist but not created on a specific wiki site, as we have CentralAuth extension installed. It would be better if we change this message to "User account "$1" is not registered on this wiki".
Message "userpage-userdoesnotexist" is also changed.
